OTI 7615 - 30 hour Occupational Safety and Health Standards for the Maritime Industry-Shipyard

COURSE DESCRIPTION

This course is designed to give the student an in-depth understanding of 29 CFR 1915, Occupational Safety and Health Standards for Shipyard Employment, as well as addressing the unique hazards found in shipyards. This class uses actual examples of workplace hazards, accidents and incidents to illustrate safe work practices.  Special emphasis will be placed on those hazards that have traditionally caused the highest losses.  Upon successful completion of this course, the participant will receive a Maritime Safety 30-hour course completion card.

Topics:

  1. Introduction to OSHA (2 hours):  OSH Act, General Duty Clause, Employer and Employee rights and responsibilities, whistleblower rights, Inspections,, citation and Penalties, Value of Safety and Health, OSHA Maritime Website and resources
  2. OSHA Recordkeeping (1 hour):  300 log, 301 forms, injury/illness types, work related-determination, etc.
  3. Walking and Working Surfaces(2 hours): Edge protection, Open holes and hatches, Gangways and Access ladders, scaffolds and staging, use of cranes for personnel lifting, ladders, working over water, etc.
  4. Personal Protective Equipment (2 hours):  Conducting a PPE Hazard Assessment, Eye and face protection, intro to Respiratory protection, Head Protection, Foot Protection, Hand and Body protection, Lifesaving Equipment, and Employer Payment for PPE.
  5. Fall Protection/Scaffolding (2 hours): Assessing Fall Protection requirements, differences in 1915 and 1910/1926 standards, Positioning Systems, Selecting Anchorage points, Scaffold construction and inspection, Scaffold user training, use of Fall protection and scaffolding, etc.
  6. Electrical (2 hours):  Shipboard Electrical Systems, circuits and distribution panels, temporary electrical distribution systems, 1910 Subpart S electrical requirements for non-shipboard system, basic electrical safety for the non-electrician, etc.
  7. NFPA 70-E Electrical Standard (1 hour):  Boundary determination, selection and use of PPE, employee training, etc.
  8. Confined and Enclosed Spaces in Shipyard Employment (3 hours):  Defining confined and enclosed spaces, NFPA 306 and 312 requirements for shipyard fire protection in confined and enclosed spaces, shipyard competent persons and marine chemist requirements, confined space safety, confined space rescue, etc.
  9. Fire Protection in Shipyards (3 hours):  Minimum requirements for hot work, designating spaces for hot work, training of employees, training of fire watches, training and physical qualification of fire response personnel, pressure-testing of gas lines in confined and enclosed spaces, etc.
  10. Lockout/Tagout (2 hours):  How to set up an effective LO/TO program, pitfalls of LO/TO on older vessels using Ship’s Crew, Locking devices for use on non-lockable systems, etc.
  11. Hot Work (1 hour):  Hazards associated with welding, cutting, burning and brazing, requirements under 1915 Subpart D, to permit or not to permit?, etc.
  12. HAZCOM (1 hour):  Hazardous Chemicals used regularly in ship construction and repair, asbestos exposure, lead exposure, hexavalent chrome exposure, TBT paints and other pesticides, etc.
  13. Respiratory Protection (1 hour):  Respiratory programs for various shipyard activities such as blasting, spray painting, welding and cutting, etc.
  14. Safety Programs (1 hour): How to establish an effective Safety Program based upon the MACOSH model.
  15. Material Handling (1 hour): Forklifts, hand truck, warehousing, maintaining aisleways and clear piers, etc.
  16. Bloodborne Pathogens (1 hour):  Universal precautions, maintaining accident scenes until cleanup is complete, etc.
  17. Shipyard Ergonomics (2 hours):  An in-depth discussion of the ergonomic risks of various shipyard activities and solutions developed by OSHA and industry groups.
  18. Machine Guarding (1 hour):  Solutions for guarding machinery used for large steel and pipe, solutions for guarding machinery that was in place long before guards were required.
  19. Maritime Resources (2 hours): In-depth training on the various resources available through OSHA and industry groups, Maritime alliances, MACOSH, the OSHA Maritime Website, NSRP, etc.
