Robert E. Nesbit, B.A., CWCP
Program Manager, USF OSHA Training Institute Education Center

Bob has an Associate of Science Degree in Mining Engineering Technology and a Bachelor of Arts degree from Bluefield State College, Bluefield, WV. He is also a graduate of the Mine Inspection Program of the National Mine Health and Safety Academy.

Bob worked in mine safety for 26 years, beginning as a Coal Mine Inspector with the federal Mine Safety and Health Administration (MSHA). He retired in 1997 as a Division Chief for MSHA.

Bob joined the Florida Division of Safety as Orlando District Manager in May of 1997. There he managed the district’s 21(d) and public sector associates and provided safety and health services to nine counties in the Central Florida area. While in Orlando, Bob served brief periods of time in Tallahassee at the state level as both the acting Management Information Systems Program Manager and the Occupational Safety and Health Program Manager for the Division of Safety.

When the consultation program was transferred to the University of South Florida in 2000, Bob was appointed Assistant Director - Training, USF SasfetyFlorida, http://www.safetyflorida.usf.edu/. And in 2003, Bob was appointed by USF to be Program Manager of the USF OSHA Training Institute Education Center. The USF OTI Education Center provides fee-based management-level education to safety trainers and managers in Florida and other states in the Southeast.

Bob is an authorized OSHA instructor for both general industry and the construction industry standards. He is also a certified workers’ compensation program manager.

Charlene Vespi, MS.Ed., CWCP
USF SafetyFlorida Associate Director and Program Manager

Charlene Vespi is Program Director of the USF SafetyFlorida Consultation Program and Adjunct faculty for the USF OTI Educational Center. She also is a Master Trainer for the State of Florida for the “ Youth Works “ program funded through UC Berkley, CA.

She has previously served as Bureau Chief and Director for Risk and Program Management at the Florida Division of Safety in the Florida Department of Labor and Employment Security. Prior to that, she was the Division of Safety district manager in Orlando. Other leadership responsibilities while serving in her State leadership role was an elected chair for the statewide Interagency Council, comprised of safety representatives from all state agencies.

She has served on many Strategic Planning Committee’s for the Occupational Safety and Health Administration (OSHA). She also chaired the OSHA Consultation Program Marketing Committee, responsible for creating the ConNect consultation promotion website that offers video and print resources for all states and territories to use in promoting their safety consultation programs.

Charlene is President of the National Association of OSHA Consultation Program Managers (OSHCON), and was formerly its vice president and previous a Regional representative. She presently is the chair of its education committee. Charlene has been a Director of Risk Manager in public education ( Palm Beach County, FL and Albany, NY) and A Safety and Security Director for a healthcare system (Martin Memorial Health Systems, Stuart, FL). She has served on OSHCON Consultation Task Forces, including IMIS, Measurement Teams, and Report Writing; she is a member of the AIHA Accredited Standards Committee (Z10) and has served on the ANZI committee for writing standards. Charlene has a BS in Human Resources Management from the New York School of Social Research, an MS in Education Administration from the State University of New York at Albany, NY, and is currently a doctoral candidate in Educational Leadership at Nova Southeastern University, Ft. Lauderdale, FL.


George Buck
USF OTI Staff Instructor


During George Buck’s 24-year career with the City of Thornton, CO, fire department, he climbed through the ranks to become Chief. From this position, he became Director of Safety for Serv-Tech Petro-Chemical, Inc., Torrance, CA. There he was responsible for overseeing all safety for employees working in the company’s refineries in California. With this authority, he wrote and developed for the company all necessary training and safety programs required by Cal-OSHA.

George then moved to Tampa and became safety manager for a Time-Warner enterprise with 3,000 employees located in five facilities, supervising a staff of six safety and health consultants, Today George is president of Safety and Health Consultants, Inc., providers of safety and health management services, offering OSHA compliance consultation and training and performing safety audits for private general industry and construction companies.

George has taught a wide range of OSHA courses, including 10- and 30-Hour General Industry and Construction, as well as Competent Person for Confined Space, and Trenching and Scaffolding. Chris Hopkins
USF OTI Staff Instructor

After a 30-year career with American Saw and Manufacturing Company, where he was safety and security director, Chris Hopkins became the executive director of the Safety Council of Western Massachusetts before moving to Florida to become a senior consultant with the National Safety Council in Orlando. Today he is an independent safety consultant and trainer.

Chris’ is certified to teach OHSA courses for General Industry 10- and 30-hour training, Machine Guarding, Safety and Health Program Assessment, and Cooperative Compliance Programs.

He is a certified instructor through the National Safety Council for:

Chris’ extended education includes Dale Carnegie, Decker Communications, the Covey Institute, and the Symlog 1 and 2 System for the multiple level observation of groups.

With American Saw, Chris achieved OSHA’s VPP Star Status for his 750-employee company and was founder and first chairman of OSHA’s VPPPA Region 1 Chapter. Under his watch, American Saw experienced reduced DART incidents, resulting in a substantial decrease in workers’ compensation costs. Related to that, he instituted alternate duty and return-to-work programs for injured workers.

Based on his experience, Chris brings to the US OTI classroom the ability to help participants be a strong advocate for safety and health at all levels of their organization. Familiar with a wide range of safety and health laws, codes, regulations, standards, and guidelines, Chris will work with you in your classes to help you build a strong safety culture in your organization.

Raymond Z. Turpin
Adjunct Professor at the University of South Florida

Raymond Z. Turpin is an Adjunct Professor at the University of South Florida, Tampa, and the Executive Director for The Safety and Health Training Center, http://www.thesafetyandhealthcenter.com, Buffalo, NY. Mr. Turpin has been involved with the environmental and occupational safety and health field since 1983, when he worked at the Love Canal remediation project. As Director of Safety for a leading industrial cleaning contractor, Mr. Turpin was responsible for over four hundred (400) employees involved in:

* Asbestos Abatement
* High Pressure Water Cleaning
* Hazardous Waste Remediation
* Hazardous Waste Transportation
* Hazardous Waste Disposal
* Vacuum Truck Operations
* And other environmental and occupational safety and health issues

In 1988, Mr. Turpin joined Niagara County Community College Department of Corporate Training, as an Adjunct Instructor providing expertise in the fields of asbestos, hazardous waste site remediation and emergency response to chemical releases. He was responsible for developing course materials and handouts for all the training courses.

In 1993, the College asked Mr. Turpin to take over the helm of Coordinator of Environmental and Occupational Safety and Health. This position was the supervisory role for all the safety and health services offered by the College. Relying on his expertise in construction and general industry, the College was successful in obtaining the designation as OSHA's Region II, OSHA Training Institute Education Center.

Mr. Turpin was instrumental in establishing the College as one of OSHA's top Regional Education Centers. Evidence of this was the first ever partnership between OSHA and the private sector in the presentation of a conference entitled "Effective Practices in Ergonomics", held in September of 1997. This immensely successful conference was then used as a model program by the twelve other Regional Education Centers. The NCCC model conference enabled them to design their own presentations of the conference, thus allowing the public, employers and employees the opportunity to interact directly with OSHA on good ergonomic practices.

In May of 2000, Mr. Turpin realized his dream of an environmental and occupational safety and health training organization when he established The Safety and Health Training Center. Offering regulatory compliance assistance through consultation and training, The Safety and Health Training Center has become one of the top training organizations in the country, providing services from Seattle, Washington to Miami, Florida.

An internationally recognized leader in the field, Mr. Turpin has received hundreds of requests to speak at a variety of seminars/events. A regular speaker at the National Safety Congress, he is regarded as one of the top speakers on safety and health, with his use of entertaining and participatory lecture style.

SAFETY AND HEALTH ORGANIZATIONS

Mr. Turpin has served on the Board of Directors for the Genesee Valley Safety Conference, since 1995, with a past performance as the program coordinator/Vice President for this bi-annual safety conference held in Rochester, New York.

Mr. Turpin also serves on the Board of Directors for the Western New York Safety Conference, an annual safety conference organization located in the Buffalo, New York area. As past program chairman, Mr. Turpin was instrumental in establishing the Western New York Safety Conference as one of the largest safety conferences in New York.
